Consonants: Row 1: glottalized stops (simple and affricated--all voiceless); Row 2: plain stops (simple and affricated--all voiceless); Row 3: fricatives (all voiceless); Row 4: laryngealized resonants; Row 5: plain resonants.

Vowels: Row 6: high vowels; Row 7: mid vowels; Row 8: low vowel.

Column 1: labial; Column 2-3 alveolar; Column 4: lateral; Column 5: palatal; Column 6: velar; Column 7: rounded velar; Column 8: post-velar; Column 9: rounded post-velar; Column 10: pharybgeal; Column 11: rounded pharyngeal; Column 12: glottal.

The symbol ḥ listed in row 3, column 10 fits there structurally, though it may be a voiceless pharyngeal resonant.
